Note: The journal version extends the problem to treat routing over many satellites. More detail is given in Chapter 3 of my thesis, which treats general ergodic arrivals and channel states, such as Markov modulated inputs and channels. Chapter 4 of the thesis also considers examples of multi-hop satellite constellations with optical crosslinks and RF downlinks.
